There isn't an option for a swing-away coupler on a 3" x 4" tongue, but you can still use the Fulton Fold-Away Coupler Hinge Kit for 3" x 5" Tongue # FHDPB350101.
In order to use this kit on a 3" x 4" tongue, you would simply need to have 1/2" spacers welded to both sides of your trailer tongue.

We have a folding trailer tongue hinge that could work for the purpose you describe, as long as your trailer frame isn't constructed of aluminum. You could use the Fulton Fold Away Coupler Hinge, part # FHDPW330300. The hinge kit is designed for 3 x 3 trailer tongues, so you'd need to use some steel plate to shim the width/height difference. You'd need to obtain a 36 inch length of 2.5 x 2.5 tubing to complete your extension.

Fulton has offered this size for a while now. I checked their site, and it is listed. I did notice that the weld-on hinge kit is listed further down toward the bottom of the page, perhaps you did not scroll down far enough?
The safety chains need to mounted rearward (aft) of the hinged portion of the trailer tongue. In the very unlikely event that the hinge should fail, the trailer will still be secured to the tow vehicle.

Then reattach these braces when you were ready to use the steps again. The handrail is also removable and interchangeable to either the right or left hand side.

The vehicle manufacturers tow rating is always going to be the final word as far as towing capacity goes. In some cases using a weight distribution system can raise the towing capacity of a given receiver hitch, but it will not be able to raise the capacity of the vehicle.

That isn't a complaint that I have heard a lot of concerning the Bauer Products European Style RV Entry Door Lock # BA38AR. Finding a replacement hand rail could be a solution. I'm not sure what travel trailer you have or what hand rail set-up you are currently using but something like the Stromberg Carlson Folding Handrail # AC-300 may work. The weight of anything stowed behind the rear axle would need to be deducted from the vehicle's tongue weight capacity, but the weight of the hitch and the weight distribution system used would not.

The 2500 lb reference from the Stromberg-Carlson electric A-Frame Tongue Jack # JET-2500 is the tongue weight of your trailer. As long as your trailers tongue weight is less than 2500 lbs, then this jack will work well.
The 2500 figure is the maximum amount of weight the jack will lift. Since the jack is on the trailer tongue, the jack will not lift the entire weight of the trailer, just the tongue weight.

We have an option for you so you can know exactly what the tongue weight on your RV is, but because they come in so many shapes and sizes, and because how a trailer is loaded can make the tongue weight vary significantly, a guesstimate is not something you'll want to rely on by any means.

No, a weight distribution system will not decrease the tongue weight capacity of a vehicle or trailer hitch. It will in some cases actually increase both the tongue weight capacity and gross trailer weight capacity of the vehicle/hitch. If this is the case then there will be a figure for this new rating either on the hitch itself or in the vehicle's owner's manual.
